Add possibility to opt-out from password strength check provided by this module [#2791585]

Password strength check provided this module shows always Strong password as described in https://www.drupal.org/node/2396029

It should be possible to completely opt-out from the modified version of the strength check. This patch adds that functionality.

Thanks for the patch--this seems like a reasonable feature to me. However, new features are not being added to 7.x-1.x currently. Per the project page:

Features requests for should be made against [7.x-2.x] instead of 7.x-1.x.

The current focus on 7.x-1.x is eliminating its bugs. Adding new features adds complexity and makes that harder. Will plan to revisit this once the bugs are eliminated.
