Over the course of me making webforms for sites, I inevitably forget where the "expose form as block" checkbox is. I am not alone in this confusion or forgetfulness.
If you look into the issue queue for Webform, you can see multiple tickets about finding where that damn checkbox is:

The thing is, it's really not a dumb question to ask, and since it is asked a lot, I think it makes sense to place that checkbox somewhere else. I like what Views does when you're creating a view and makes the different display options very visible.
Messing around with the UI and workflow of how a webform is made would be a huge undertaking, but for this ticket, I think providing the option of exposing the webform as a block somewhere in the creation phase of the webform would be a good idea.
I did search through the issue queue for another issue like this, but all I found were the people confused about where the checkbox was...so I apologize if there is another ticket or this idea was shot down before.
