Fieldable Panels Panes provides a new permission to list FPPs without needing the Administer... permission. See #2207625: Add permission to list fieldable panel panes. The permission is "Access list pages for fieldable panels panes."

This new permission does not work for any of the FPP types provided in Panopoly. Panopoly's widgets are listed as "legacy bundles that are not managed by the bundle administrative UI." The permission should work, but the links generated to list FPPs for legacy bundles are formatted differently.

For the permission to work, the path has to be in the form
admin/structure/fieldable-panels-panes/FPP_TYPE_NAME/list
The Panopoly FPP types do provide a "list" link, which people with the "Access list pages for fieldable panels panes" can see, but the path is in the form
admin/structure/fieldable-panels-panes/manage/FPP_TYPE_NAME

It'd actually be great to just convert the widgets in Panopoly to work with FPP in the new way, because we should do that eventually anyway.

This is a very bad idea as this is not working with Entity Translation yet.
