I've uploaded Panels 7.x-3.7 and when trying to load update.php (not even getting to run it), I'm getting this error on two separate sites:
Fatal error: Cannot redeclare panels_default_page_manager_handlers_alter() (previously declared in /.../sites/all/modules/panels/panels.module:1809) in /.../sites/all/modules/panels/panels.module on line 1845

DamienMcKennaThis is a duplicate of #2785915: Panels permissions update causes access denied on page manager pages defined in code, which was already committed to 7.x-3.7.
