Why is it when a patch like the current 8.1.8 is released, I get notice on my websites that an upgrade is available. Then I go to drupal.org and the older previous update is listed on the home page, not the current 8.1.8 update. Then I go to the get started section and finally find the current recommended update. Then I download it, try to do a few simple updates to a few websites and experience problems I've never had before with the same simple 8.0 websites. Then I start searching around and can't seem to find anything other than random obscure references to problems with 8.1.8. And above the download buttons all I see is "These are stable, well-tested versions that are actively supported."

I assume you are referring to blog post that links to https://www.drupal.org/blog/drupal-8-1-7-released. I venture a blog post wasn't generated or at the very least published for 8.1.8 release. Could simply be an oversight. Could be that only security releases warrant a blog post. There are always release nodes and there is one for the 8.1.8 version at https://www.drupal.org/project/drupal/releases/8.1.8

To obtain the most recent release of Drupal always point the browser to https://www.drupal.org/project/drupal if you are reaching manually. Otherwise use the link to the release in admin/reports/updates which points to https://www.drupal.org/project/drupal

It's difficult to respond, not sure what issues you are referring to. Personally, I haven't had an issue with the updating process. Admittedly, I do not have any D8 sites with any significant complexity created with the addition of contrib modules.

Also difficult to respond to as you didn't link to any of the discussions referred to. While releases are stable and well tested, they aren't tested with all contrib modules/themes etc. Some patches included in a new release can have an impact in other areas of the ecosystem.

I think this is the issue I'm having.. I'm not experienced/competent enough to understand the process here, but anytime it's impossible to run update.php I would think it's a big deal for an update.

As there aren't widespread reports about this type of issue, my inclination is that it's environment specific. according to the issues you linked the issue is being narrowed down to being cloud. are you using cloud based hosting/storage?

Either way, if you believe those issues (one of which is closed as it can't be reproduced) you will need to continue to follow that progress.
