Page breaks and conditionals do not work fine together

After creating the webform components with conditionals, I've added page breaks, and then the first 3 conditionals are messed up. The webform works fine, but in the admin interface it is no longer possible to select the right component for the first three conditionals. Deleting the page breaks solves the issue. I've tried to add the page breaks together with components, and then setting conditionals, but they are messed up anyway. The issue affects both 4.12 and 4.13.
