Whenever I come across a great module/theme, I may not immediately use it in my projects, but anyway I want mark it, so later I can find it easily. On the other hand, if I can see a module starred by millions of people, likely I should not ignore it.

Of cause now the "Reported installs" and "Downloads" on the module page are good basis, but maybe it not enough. For example, a module may not be stable enough, so not a lot of people are using it, but the idea of the module is valuable to me, so I want to mark it. I think it's also how github works.
