I have Workbench Moderation installed and have four moderation states:
Draft -> Needs Review
Needs Review -> Published
Needs Review -> Draft
Draft -> Published

If content goes from Draft to Needs Review and I (as site admin) go to My Workbench I see the content there with a link to 'Change to Published'. If I use that link I get sent to a page that states 'You are not authorized to access this page.' and the content stays in the 'Needs Review' state. In fact, I cannot change the state of the content to any state from this page. If I'm on the page edit form I can change if from there via the 'Publishing options' tab, it's just that I can't change it from the 'My Workbench' page.

Any thoughts on why this might be happening?

double check all role permissions in administer (unless you are user 1). If you are user 1, I'd venture its a bug that should be reported in the issue queue of the module in question as user 1 should always have access to everything regardless of permissions set.

If user role perms are ok, you can try rebuilding the perms in the admin status report.

If neither of the above correct the issue, I"d check the issue queue of the project in question for similar reports.
