I inherited this site from another dev. Metatags (Quick) had been enabled but I disabled it. I set some titles & descriptions with the Metatag options on node/page edit screens but 1) descriptions are not being output and 2) the custom page titles are not displaying.

The theme was apparently built on Zen. <?php print $head; ?> is there in html.tpl.php.

Why is this happening?

Zen 3, 5 or 6? Is the 'content' region being output on the page? Maybe try going to the settings page (admin/config/search/metatags/settings), expand the "Advanced settings" option and then change "Page region to use" to something else, see if that makes a difference.
