My content, and Create content have tabs visible, but My edits, and All recent content pages do not. See screenshot.

Yes. This is (IMO) a bug in Views handling of menu items. Not sure how to correct it.

Some additional insight to this issue which may help. These two menu items have paths that are four deep:

/admin/workbench/content/edited
/admin/workbench/content/all

When it is only three deep it adds the tabs as expected.

Perhaps another thing to consider digging into the code is that My content and Create content are generated through code with a controller.
