Respect modules' "required" parameter

Modules can be flagged as 'required' in their .info files. Hosting Features doesn't currently take this into account.

Besides consistency with Drupal core, this could be useful in requiring that services are disabled on servers before their module can be disabled.

A simple fix is forthcoming.
