I have tried promoting my sandbox to a project, I got no errors, but the project seems to be stuck in limbo. It does not have a project url, but has a sandbox url with a shortname.

The sandbox in question is https://www.drupal.org/sandbox/nyariv/mobile_number

And the project url leads to "not found":
https://www.drupal.org/project/mobile_number

What should I do?

It was because the project was set not to use the automatic path alias; thus, it was not creating https://www.drupal.org/project/mobile_number. Now, it is using that as path alias.
