Problem/Motivation:

Currently, the only way to moderate an item that has never been published is on the Edit draft tab.

Proposed solution:

We need to allow users who don’t have edit rights (but do have permission to View latest version) to provide feedback in the “Log message” field and/or perform a state transition when they have transition permissions.

We can’t do that on the Edit draft tab – we need to add a Moderate tab for items that have never been published that looks and acts like the Latest version tab for items in an unpublished state that have previously been published.
