I am curious if this notice is intended
to never go away.

It would be nice if it only displayed
when the 'Component Libraries' condition
is not properly satisfied.

I, for one, had been trying to get it to vanish
by switching from 'components-8.x-1.0' to
components-8.x-1.x-dev,
and after uninstalling all Zen themes,
and uninstalling 'Component Libraries',
and uploading components-8.x-1.x-dev,
and forgetting to enable 'Component Libraries',
and then returning to the Appearance page,
where I had become accustomed to seeing the 'Notice',
and paying it no heed (as in the the parable 'Cry wolf'),
I installed Zen.

Bummer.

Luckily, that is a recoverable situation,
requiring only the enabling of 'Component Libraries'.

The problem of this persistent 'notice'
applies equally to all four possible combinations of:

'components-8.x-1.0' / 'components-8.x-1.x-dev (2016-06-05)'
and
'zen-8.x-7.0-alpha14' / 'zen-8.x-7.x-dev (2016-Jul-14 )'

Same "problem" here. It's only a notice but not sure why Zen complains about a module that is installed and enabled.

It's just description text, you can see it in STARTERKIT.info.yml file or your *.info.yml file. It's simple text with CSS as error message. It will be displayed even you installed Components module.

I had same issue. I think we need remove error text after creating sub-theme. I use drush to install theme.
