So this may not be an issue but rather something I'm not doing correctly to set Panels for Drupal 8 up, but when I go to create a new page panel, and I choose panel, I can never get the Layout Settings to display. I need to add content. I'm using a bootstrap theme and Seven as my admin theme. I've attached what I see once I get to the edit panels page. Let me know what you guys think.

No I never did, I was able to work around it with the In Place Editor. It's been a while since I've looked at this.

I believe its still broken -- does not pickup custom or display suite layouts
