Can you add a link to this module on Commerce Shipping page?
https://www.drupal.org/project/commerce_cp - Commerce Cart Pane module that allows to expose shipping pane on cart page through admin panel (Store > Configuration > Cart settings). It uses own panes that don't related to Checkout panes.
