I've run this test over 100 times locally and can't reproduce. Which makes me think we have an issue with concurrent testing.

We haven't seen this fail for 53 days, the last one was on July 29 (https://www.drupal.org/pift-ci-job/395511) and before that it was failing regularly almost every other day, so tentatively closing for now.
