"Automated Testing" enabled for 7.x branches with no valid tests

Currently this project have automatic testing enabled for the 7.x branches with no valid tests.

This causes significant regressions in developer experience. Issues set to the status "Needs review" will automatically be reverted to "Needs work", e.g. https://www.drupal.org/node/1679684#comment-11373285
, CI fails with "ERROR: No valid tests were specified".

Automatic testing should be disabled for the 7.x branches or tests should be added.
