Add permission to override limiting IPE to regions

Great module! In our use case, we need a way to override the Selective IPE pipeline for site-wide administrators but leave it in place for group admins (in the context of Organic Groups). When adding the regions to the variable to exclude from IPE, it is doing so for every user who has access to the IPE.
