Add a top/bottom region in Drupal 8 Panel

Hi everyone,

I was using panel in Drupal 7 with the layout Builder.
I installed cTools, Page Manager and Panel modules on my Drupal 8. However I don't find a layout Builder.
I have create a new page and a new “panel” variant inside it. I chose the “in-place-editor”. Then the layout choices are 1 or 2 column, it’s pretty light.
Is there a way to add a top and/or bottom region?
