When you installed a module there is a configure link (admin/config/development/disable-messages) when you open description of that module in extend page. Please check the attached screenshot.

Yes. A link in settings page would be a nice option.

Its already available in configuration page inside "DEVELOPMENT" block.

Thanks for your replies. My module installation probably went wrong first time, I tried it second time and it works now. First time wasn't "configure" button visible, I don't know why.
