Create a web form. Click "Provide a menu link" and set it to something different than the page title. Save.

What happens: The menu link text is used as the page title on the Webform and Results tabs.

Expected behavior: The page title would be used as the title on these tabs.

drupal_set_title() is not used much in Webform and does not appear to be used in setting the titles of these pages.
