Although this was previously fixed by using Drush with command 'drush entup' in drupal-8.1.2, as of drupal-8.1.3 it no longer works. (Drush version 8.2-dev)

Drush pointed globally instead of locally. Therefore, I should not have submitted issue as there was nothing wrong.
