Hello,

When trying to insert a hyperlink from Ckeditor and choose 'Link to anchor in the text' as link type, the fieldset style in the window needs such a style amendments.

Patch is working fine, i just test the patch #2.
Step for applying patch
1) Installed Drupal version 7.44 X.
2) Check the issue (Ckeditor-insert-hyperlink-window-style-before-change.png).
3) Apply patch (Ckeditor-insert-hyperlink-window-style-after-change.png).
4) Issue tested on the Mozila and Chrome browsers.
5) Issue resolved & its working totally fine know.
