PluginInterface - Coding Standard Fixes [#2751683]

Relates to \Drupal\purge\Purgeable\PluginInterface

While reading the documentation I noticed There are a couple of places where

@warnings tags are used to document things which should be @throws tags.

ran the file through phpcs and fix up a few other nits

This patch is against very old, long-gone-by code:

nvmourik ~/src/purge (8.x-3.x *)$ grep -r Purgeable *
nvmourik ~/src/purge (8.x-3.x *)$

Looking into the modern codebase, I don't even think this still applies.
