There hasn't been a new release of Panels in a while and the number of commits in the -dev version is building up. A 3.6 release is planned soon I think, but in the meantime, here is a patch to panopoly_core that points to the latest commit of Panels so we can start running the tests via Travis so see if anything breaks.

Built version of Panels is currently at 3.9.
