We're gathering issues pertaining to what's needed finish/fix to allow child distributions in Drupal 8 -

#2614480: META: Enable capture and export of configuration overrides
#2383439: User permission handling
#2120949: [META] Configuration overrides and maintaining distributions

Surely there are many more. What else are we missing and who would like to help make Panopoly based distributions a reality?!?

There have already been child distributions of Panopoly 2.x, so I think we can safely close this issue. :-) Looking at the remaining open ticket (#2120949), it ends with a reference to https://www.drupal.org/project/config_update which is really the solution to that problem.
