Unsure if this should be reported to Wetkit or just Views.
So here it goes.

I created a view using a tid as a contextual filter in the url to overwrite an RSS FEED TITLE.
However the term had an apostrophe and was getting double encoded.

The term Jimmy's Place used as the Feed title, would appear as Jimmy's Place.

It was resolved by editing line 887
in function template_preprocess_views_view_rss()
in file /srv/www/auth/profiles/wetkit/modules/contrib/views/theme/theme.inc as follows.

- $vars['title'] = check_plain($title);
+ $vars['title'] = $title;

I added a patch to that issue... #24

That adds the same change to:
function template_preprocess_views_view_rss

as #10 did for
function template_preprocess_views_view_row_rss

Testing it on my local now.

Oh you needed both? Let me know and I can update the patch.

Just patch #24.

It preempts #10.

Sorry for the confusion.
