Reassign to Role doesn't work on Outstanding Tasks interface

Assignment in reassignTask method in mastro_engine_version1.class.php assumes user only for some reason now, yet the code later has the capability of role assignment.

The outstanding tasks interface does not feed in what type of reassignment is being done either, and as such, by trying to even bypass the system by saying the user_status =1, this does not resolve the fact that outstanding tasks omits the injection of the assignment type as well.
