CSS wont load on a fresh install of Drupal 8.1.1.

It shows only text - what causes this issue? Thanks in advance for your advice.

What theme is set as default?

It is set to Bartik 8.1.1

Got it fixed had to fix permissions to uncheck Aggregate CSS and Javascript under Settings > Configuration >Performance...
