There have some obviously mistake in the STARTERKIT README.txt File. I have made some changes for. Patch will be provide soon.

JohnAlbinMistakes are things that were wrong when they were made. The README file was correct when it was written, but is now outdated. :-)

I have tried to manually create a sub-theme following the given steps and I get the following errors :
Unable to install ... block.block.STARTERKIT_account_menu, block.block.STARTERKIT_branding, block.block.STARTERKIT_breadcrumbs, block.block.STARTERKIT_content, block.block.STARTERKIT_footer, block.block.STARTERKIT_help, block.block.STARTERKIT_local_actions, block.block.STARTERKIT_local_tasks, block.block.STARTERKIT_main_menu, block.block.STARTERKIT_messages, block.block.STARTERKIT_page_title, block.block.STARTERKIT_powered, block.block.STARTERKIT_search, block.block.STARTERKIT_secondary_navigation, block.block.STARTERKIT_tools have unmet dependencies.
It looks like there are many more places where STARTERKIT needs to be replaced by the machine name of our custom sub-theme.
I would think about the STARTERKIT.libraries.yml file that is not mentionned (and it's content)
Also the many occurences of STARTERKIT inside the .info.yml file
All the files inside the config >> install folder (their name + what's inside)
The twig namespace at the beginning of all template files...
