Many projects are already using Devel 8.x-1.x. Could you please tag unstable releases every now and then, so Devel can safely be pulled in as a dependency?

Yes, please at least tag an alpha release. This is especially important for composer-based projects where it's a bad idea to reference dev-master since we need some sort of version number.

An alpha release is ok for me.

However I'll work on open bug reports at the next Drupal Dev Days (https://docs.google.com/spreadsheets/d/1h70sYdzufJ002r08I0rsL90SNP_At81L...), if someone will be available that week we can speed up the release of a stable version.
At the moment the main blocker for a stable version is the devel_node_access sub-module.

+1 IMHO devel still need a lot of love an work before a stable release but an alpha release is ok for me.

I expect to have some time to work on DNA in July. Maybe earlier...

Tagging an alpha release makes sense.

Thanks! Core used to have releases with the unstable tag instead of alpha. Perhaps Devel can use that too?

Currently devel (except for devel_node_access) is quite stable an usable. IMHO using unstable tag do not reflect the module status

+1 to any sort of tag, just to make composer installs easier. alpha seems appropriate to me.
