I'm still not entirely sure if this is Backup and Migrate related, but so far it seems to be. The thing is - I publish an article in Romanian using specific diacritics - ăîșțâ
- which appear fine initially, but after restoring the database from a backup made by Backup and Migrate the special characters are rendered as ?????
, like this:

Restoring a database exported by other tools, like phpMyAdmin or Sequel Pro, preserves the diacritics.

esolitosI believe this is the same issue presented here #2749885: Database irreversibly corrupted after export and restore - Encoding issues with non ASCIII texts, we also experienced the same issues with iso-latin1 strings.
I believe the issue is basically with anything non ASCII
