CTools Export UI plugin definition issue

Due to a weird issue that sometimes occurs with CTools due to a require_once call and caching oddities, sometimes a module that uses that file based Export UI plugin instead of the Hook based plugin will not work correctly.

It's hard to provide specific details on this issue as what causes the caching oddities is unknown to myself, but I recommend looking at the parent and related issues, as I've come across this issue soo many times now.

The incoming patch simply adds the hook based plugin as well as retaining the previous version so that there are no negatives to the change.
