In Panopoly 1.x, we had custom date/time formatting built into panopoly_core. I'm not sure if we really want this in Panopoly 2.x? This needs to be evaluated, and if we do want it, ported to Drupal 8.

While working on #2732417: Port Panopoly Demo to Drupal 8!, I found this was needed for the views to only show the date (and not the time) on a datetime field in a locale-dependent way. So, I'm implementing this now!
