View panes with contextual filters do not appear in Pane Library

Title pretty much says it all:

- I have a views pane I wanted not to be available when site builders are customizing pages

- It wasn't appearing in the Pane Library at admin/panopoly/panes so I couldn't disable it

- as a test, I removed the contextual filter from the Views pane, and vois là, it appeared in the Pane Library.

This is using Panopoly 1.35.
