Hello everybody, i am new to Drupal 8. I have never used Drupal 7 or lower. I build a couple sites using html, css(sass) but what i don't know is how to start the project in Drupal when i get PSD designs of website that i need to build. I know how to make a new theme but when i make a new theme then i don't know continue how to write HTML.

You might want to get familiar with Drupal with its standard (installed) themes before setting out on your own. There are tutorials at:

these are provided by acquia. You might want to try using a standard theme first (Bartik comes installed) and see how much you can make that look like your PSD files.
Drupal is a complicated but powerful beast. It takes months, if not longer, to become a competent site administrator. I'd recommend that before you set out trying to modify themes. My 2 cents.
