Wim has done some great work in the issue queue to provide feedback on REST module patches and he knows this subsystem well by now. Since he is already doing unofficial maintenance work let's make it explicit and add him to MAINTAINERS.txt. He is also going to work in this area in the future.
I think this is a Wim-Wim situation for Drupal, so let's add him. Thanks Wim!

klausiCrell was fine with it in IRC when we discussed Wim as maintainer the first time, so I think we can go ahead here.

neclimdulDon't know that this is a democratic process but Wim's done some awesome work improving REST and related routing/serialization issues recently. He deserves both the recognition and influence to push it forward afforded by being a maintainer.
