aGov 7.x is out of date for Drupal core and a number of modules, including security patches. It sounds like the focus is on 8.x now. If there isn't an intention to keep 7.x up to date then the main project page should let people know to make module and core updates manually. There are a few folks out there waiting on the distro to be updated.

Do you mean 7.x-2.x, because 7.x-3.x is the latest supported version on Drupal 7. The 2.x branch is still officially supported, but might not receive the same priority as the latest versions. You are of course welcome to submit a pull request (https://github.com/previousnext/agov/tree/7.x-2.x) and help with testing to expedite the process.
