This is already being addressed here - #2708185: Fix 'Drupal.Commenting.FunctionComment' coding standard - Issues related to spacing and styling - along with a couple more other sub-sniffs. Can we please close this issue and continue there?

I have updated the #2572645: [Meta] Fix 'Drupal.Commenting.FunctionComment' coding standard issue description with the proposed grouping and also the respective sub-issues that are being worked on to help prevent duplication of efforts.
