I have users that manage the content on their own pages. I have a specific page with a block on it but currently we do not allow our "content managers" to edit blocks. I would like to give either a role or a specific user the ability to edit the contents of specific blocks.
I installed Block Access but for some reason it does not seem to be working. I gave role level permissions to that specific block but when I masquerade as one of the content managers, they do not get the edit gear.
Any feedback would be appreciated.

IIRC the edit gear on a block is provided by the D7 context module. Can you masquerade and access the block ui in the admin ui and edit the contents of a block there?
block access is the only module I'm aware of that provides its feature set. If the module does not seem to be working properly, I suggest reviewing the issue queue of the module in question for similar reports. If none, file one. Though, before filing a bug report, I'd test on a clean site. If it works there then it isn't an immediate bug and could be a conflict with another module.

I don't use it but you can check the permissions on the context module to see if that allows the users to access via the gear icon.
