At Help text standard (for core and contrib) there is explicit instruction on this

The description on links is set in the description element of:

Drupal 8: my_module.links.menu.yml file
Descriptions on links are displayed on overview pages such as the Configuration and Structure pages of your site. They often invite the user to do certain tasks.
The description starts with a verb and should be short and concise.

The file name "youtube_block.menu_links.yml" is not of the same form as "my_module.links.menu.yml"

I corrected the filename and made edits to match the Contact example.

I deleted the old file and tested and I see no discernable difference in the way the module operates. I think that's because this feature never worked to begin with. I think the best way forward is to commit to this point and create another issue to actually place the links on the Configuration and Structure pages, since this issue was to repair the Descricption file.
