Does your admin email look the same as the email sent to the user? I think the problem is that the template selection (admin vs. customer) is not being done - I see the same email sent to both the admin and the user.

By default the user comments have never been included in the user email for some reason.

Yes , I think it is. Admin email seems to be the same as the user.
