The Drupal 8.1.0 release improved the site administration experience by improving the admin/help page to be more flexible and list tours on it.

Issue https://www.drupal.org/node/2710347 asks for the implementation of the help plug-in.

One small step to get there means we need to first create that link on the help page.

To add the link to the help page I'll just implement hook_help
