This is a minimal report only, I do not have time to diagnose this issue further; if other developers encounter it they are welcome to confirm the problem and diagnose it.

A basic Custom block created on one side (DEV) and exported and imported to another side (PROD) using Single item copy-and-paste appears in the Block Layout admin ok but not under the Custom Block Library tab on the imported side (PROD), and therefore can't be edited to include any (i.e. mimic the DEV-side) block content.

'drush cr' does not seem to help

I have marked this 'major' because it represents (if my BUG observation is correct) a major blocker for migration of work from DEV to PROD under professional development.

Hmm, this is because the content block is not exported, that is something totally different (config vs content). There's a meta issue around this, see #2248369: [meta] Deploying configuration that depends on content

You need a contrib solution like deploy or entity_pilot (disclaimer: entity pilot is my paas offering)
