This is a minimal report only, I do not have time to diagnose this issue further; if other developers encounter it they are welcome to confirm the problem and diagnose it.

The positioning of menu items within menus is clearly unstable:

- Sometimes it changes in seemingly random ways when a new menu item is added, even though the weighting is set in the Menu admin page.

- Sometime it changes when a Single item config of something apparently completely unrelated is imported (such as a block from a completely different or new menu).

This bug constantly, and annoyingly, reorders the primary links on a new D8 site I am working on (and it is wearisome to reorder them by hand over and over).

I'm running into this issue as well, where it's not paying attention to my where I have my items placed, and is placing them in their own order. This is happening to items that are basic pages, and not created with views.
