Blocks Page - Demonstrate block regions

With the Adminimal Theme enabled and set as the Administration Theme, navigate to admin/structure/block.

There is normally a section at the top that describes the page ("This page provides a drag-and-drop interface for assigning a block to a region...") and more importantly the link to:
Demonstrate block regions ([Theme name])

The Help section and the link does not show up on Adminimal Theme. The first item on the page under the Enabled Theme tabs is the "Add Block" button. The Description and Demonstrate link are missing.

To test this, set the admin theme to Adminimal, look at the blocks page (missing info+link), then set to another theme (like seven) and look at blocks page.
