Using the latest 2.61 from a clean install at Pantheon.

Anonymous users cannot create new accounts because the link does not show in the Login Screen.

I enabled Visitors here:

Configuration > People > Account Settings
Who can register accounts: Visitors

When I saved the changes, I got three errors that said for the Login to work I had to change the Body in three of the Emails from [user:name] to [user:name-raw]. After saving the error messages went away.

No other changes were made anywhere on the site.

How can I get the Anonymous Register Link to show?

If you check admin/structure/pages, the link is on the Existing pages /user page. The register page is at /user/register. I have not found the Existing Pages widget, but I'm sure I've seen it before...
