This can very noticeable and reproduced in the modules list page: admin/build/modules, all fieldset appear collapsed.
Only core - required modules should be collapsed by default when viewing the page. I checked the code to see if there was any other variable actually collapsing everything by default and there was none. I also restored the original .js files in misc/ directory and everything appears as it should.
It's a bit of an annoying bug as things should be not collapsed by default if the developer don't want to.
admin/build/menu appears all collapased as well.

hanoiiI am sorry about this issue. It was a mistake. I was having admin_menu installed and I wasn't aware of its tweaks for collapsing modules and menus and enabled by default.
Again, I apologize, closing this issue now.
