Omega has undocumented dependencies on the taxonomy, help, and search modules. While these are (almost) universally installed, if you are starting from a super basic install profile, they may not be present.

Help and Search prompt an error as there are install-default config entities related to these. Taxonomy throws an error when configuring the theme settings.

This has been fixed by removing ALL config/install/block.*.yml files so this problem is no longer present.

I didn't run into until a project where search was disabled in install profile. I had no idea it actually created a physical dependency on the module. I really though it was only "use this setting if the module IS enabled"... I need to (later) investigate how to properly set up the default block placements for the standard drupal blocks when Omega/an Omega subtheme is enabled.
